Ministry Overview

The Ministry of Legal Affairs was established under Decree No. (25) of 2022, issued by His Majesty King Hamad bin Isa Al Khalifa, may God protect and preserve him. This decree appointed Mr. Yousif bin Abdulhussain Khalaf as Minister of Legal Affairs.

The establishment of the ministry reflects the vision of His Majesty the King and the directives of His Royal Highness the Crown Prince and Prime Minister, may God protect him. These will serve as guiding principles for the ministry in all its responsibilities, ensuring that legal frameworks contribute to development and modernization, while supporting Bahrain’s efforts across all sectors. This will enhance the nation’s record of achievements in legislative and legal frameworks.

Simplifying the Legislative Structure
- Accessing legislation in its final form with all amendments made
- Coordinating with relevant authorities to complete and publish the translation of related legislation in its final form in both Arabic and English
- Contributing to the preparation of simplified explanations (infographics, motion graphics, etc.) regarding modern legislative tools to facilitate their understanding by the public
- Cooperating with relevant authorities to simplify the language used in drafting legislation to facilitate its understanding by all those subject to its provisions
Coordination to integrate the roles of relevant legislative and legal entities within the government
- Developing guidelines on the mechanisms and rules for preparing, drafting, and reviewing legislation
- Developing mechanisms to utilize high-quality legal instruments and present them in usable templates
- Enhancing the capabilities of legal personnel within government entities
Supporting Government Legal Action
- Raising the standards followed in implementing directives and assignments issued to the Ministry of Legal Affairs related to legal matters
- Finding legal solutions and alternatives based on requests from government entities or assignments from ministerial committees
- Supporting government entities in promoting a proactive approach to reviewing and developing legislation on a regular basis
